Bushfire Management Overlay (BMO)

The Bushfire Management Overlay (BMO) is a risk management tool which seeks to ensure appropriate development and land management in areas of high fire intensity. It is intended to ensure that development in areas of high fire intensity has appropriate:

  • Water supply
  • Access
  • Building siting and design
  • Fuel-reduced areas around buildings.

The BMO has the effect of requiring planning permits for a number of land use activities and for some buildings and works. It applies to selected areas within the Borough of Queenscliffe.

The BMO sets out a series of objectives and outcomes for buildings and works associated with specific uses and for subdivisions. A planning permit application must demonstrate that the objectives and outcomes have been considered and incorporated in a proposal.

Where a planning permit is required for a development/use, Council is required to refer the application to the Country Fire Authority for advice.

Updates to the BMO

The Victorian Government has recently reviewed the mapping for the BMO, and our planning scheme maps have been updated to include more properties in the overlay.

These important changes are about making new homes, our communities and the environment safer and more resilient to bushfire.

The BMO is a planning control applied to properties with the potential to be affected by extreme bushfires. Planning permits may be required for new uses and developments in the BMO, including new homes.

The mapping was reviewed as part of the Victorian Government’s commitment to implement all of the recommendations of the 2009 Victorian Bushfires Royal Commission.

You can check whether your property is affected by the BMO using the Victorian Department of Environment, Land, Water and Planning's (DELWP) Planning Maps Online resource.

Further to the above, DELWP is currently accepting requests for review of the application of the BMO for nominated sites. Reviews of the BMO mapping will occur approximately every six months.

Please note that the BMO review is based on the point in time when DELWP visits the site. Hazard removal should therefore be completed before the site inspection. Inspections are expected to take place during January 2018. Any changes will form part of a planning scheme amendment for consideration by the Minister in May 2018 (approximately).
